Program Instructors for Build Up Core and/or Skilled Trades Courses

 

IMPACT Community Action is requesting quotes for Program Instructors to teach Build Up Core and/or Skilled Trades courses, as a contract service provider. Interested vendors are requested to submit quotes for their hourly rates. 


The tentative program duration is up to 15 hours per week (3 hours each, Monday to Friday) for up to six (6) weeks, for a total of up to 90 program instructions hours per course. 


RFQ Submission Guidelines


Length of Program Instructor Contract: Twenty-one (21) Months

Anticipated Contract Schedule: Monday, Feb. 28, 2022 – Friday, Dec. 15, 2023

Individual Program Instructor Contracts may vary, based on availability and need.

Total Program Instructor Contact Award not to Exceed $60,000

Individual Program Instructor Contract Award not to exceed $20,000. 

Given the duration of contract, bids for this RFQ will be accepted on a rolling basis as long as necessary; but scheduling priority will be determined on a first-come, first-served basis to ensure all classes are covered.

All solicitors/businesses with whom IMPACT contracts must, after acceptance of the quote, meet the following criteria:

  1. The entity must be registered/licensed to do business in the State of Ohio and in Good Standing.

  2. The entity must be able to provide proof of Liability Insurance and a current W9 Tax Form

  3. No bid or quotation may be accepted from any individual or company on the State of Ohio's debarment list.

Scope of Contract Work

The Program Instructors for the Build Up Core and/or Skilled Trades courses will work with IMPACT’s internal Empowerment Services Department, Executive Staff, and Build Up Skilled Trades Team to instruct and facilitate curriculum focused on the instructor’s specified skilled trade/craft. During each training period, instructors will deliver competency-based lessons plans, developed by the National Center for Construction Education and Research (NCCER), to assist students through various training modules. Based on an instructor’s expertise, an instructor may teach multiple modules or one specific module. Training programs will run on a rolling basis. Classes may be held during day time hours or in the evening within a three-hour time slot, i.e., 1-4 p.m. or 5-8 p.m.  Course schedule will be confirmed once program instructors are secured and classes will be scheduled on a rotating basis. Core classes will take place Monday through Friday for 3 hours a day for six weeks and will cover basic safety practices and provide foundational industry knowledge on topics including construction math and best practices hand and power tool usage, materials handling and basic rigging. After completing the Build Up Core training as a pre-requisite, participants will have to opportunity to utilize the foundational knowledge gained and transition into “Build Up Skilled Trades”, where they will engage in specialized vocational training to improve on their foundational technical skills gained in “Build Up Core” and prepare for employment.

Build Up Skilled Trades classes will take place Monday through Friday for 3 hours a day for up to twelve weeks or longer, depending on the specialized training program curriculum. During the specialized training, participants will be trained with competency-based lessons plans developed by the National Center for Construction Education and Research (NCCER) that will cover Level 1 industry knowledge on topics including: construction drawings, ceiling joist installation and roof framing, floor and wall systems, basic stair layout, building envelope systems and best practices for insulating pipes, ducts, and water heaters.

The training will occur at IMPACT in the NCCER accredited training lab.

Essential Duties and Responsibilities (and framework of contract)

  1. The instructors will work in close collaboration with IMPACT Community Action staff and will be required to:

    1. Maintain communication and provide timely updates to Build Up staff members.

    2. Provide Program Manager with a weekly training schedule and reports on student participation and progress.

    3. Evaluate the training based on the accomplishment of the training objectives, pre and post-test, and feedback from participants; proposes adjusting training content as needed.

    4. Work with Build Up staff to schedule hands-on training opportunities at local job sites

    5. Provide insight on the development of programs and curricula to meet agency and department goals and objectives.

  2. Completes other duties as assigned

Minimum Education and Experience 

  • Comprehensive, documented and verifiable experience within a specific skilled trade/craft (i.e., Carpentry, general laborer, facilities maintenance, electrical, HVAC, alternative energy, etc.)

  • Industry-recognized credentials within a specific skilled trade/craft

  • Currently certified as a National Center for Construction and Education Research (NCCER) Craft Instructor or have the ability to become certified to teach NCCER curriculum at the time of contract

Competencies 

  • Adaptable to change and able to work independently and as part of a team

  • Strong communication skills (written, verbal, interpersonal, etc.)

  • Ability to instruct and facilitate both textbook and hands-on curriculum in an engaging, interactive and informative matterAgency Background
