All solicitors/businesses with whom IMPACT contracts must, after acceptance of the quote, meet the following criteria:

1. The entity must be registered/licensed to do business in the State of Ohio and in Good Standing.

2. The entity must be able to provide proof of Liability Insurance and a current W9 Tax Form

3. No bid or quotation may be accepted from any individual or company on the State of Ohio's debarment list.

RFQ submissions will be scored on: 1) Experience, 2) Price, and 3) Availability

RFQ Timeline

• Wednesday October 4, 2023 - RFQ distributed

• Wednesday, October 18, by Close of Business - RFQ submission deadline

• Thursday - Friday, October 19-20, 2023 - RFQ responses will be reviewed

• Friday, October 20, 2023 – Consultant contract will be awarded

• Monday, October 30, 2023 – Anticipated Contract Start Date

Scope of Contract Work

The Organizational Assessment Consultant will work with IMPACT to survey and assess agency on its culture, core values, organizational efficiency, accountability and customer service. After assessment, the consultant will create a plan for improved organizational efficiency and organize/design standard operating procedures and accountability measures.

Essential Duties and Responsibilities (and framework of contract)

1. Identify any disconnections with agency leadership, information being filtered down.

2. Create outcome dashboards templates for Programs, Departments, and or Agency.

3. Assists in the creation and implementation of workflow charts.

4. Review submitted SOP’s to ensure standard cohesiveness.

5. Examine internal processes and determine where an IT solution will aid in the outcome.

6. Design accountability scorecards

7. Mystery research customer experience.

8. Analyze funding to determine economic forecasting for 2025-2026. Determine if administrations are the right size, and analyze building costs.

9. Pinpoint operational issues by walking through all of agency’s processes.

10. Utilize Community Service Block Grant (CSBG) Organizational Standards to create processes/dashboards for Governance Board.

Minimum Experience

• 5 years analyzing organizational performance

• Experience with non-profit organizations

• Familiarity with government funding and grant funding

Competencies

• Adaptable to change and able to work independently and as part of a team

• Strong communication skills (written, verbal, interpersonal, etc.)

• Capable of managing multiple projects concurrently while maintaining a high level of attention to detail on each project

• Manage and prioritize work effectively with minimal supervision

• Strong analytical skills with the ability to collect, organize, disseminate, and present significant amounts of information with an attention to detail and accuracy

• Proficient with Microsoft Office Professional
